Sift flour, salt, sugar, baking powder and 2 Tbsp cocoa powder together in to medium bowl. Stir in milk and margarine (batter will be thick).
Spread into 9×9″ pan or round cake pan.
In separate bowl blend together brown sugar and 1/4 cup cocoa powder and sprinkle over top of batter. Pour HOT water over top of entire mixture. Place in oven, and bake for 45 minutes.
During baking the cake mixture rises to top and chocolate sauce settles to bottom. Cut into squares, invert onto plate and pour sauce over. Serve warm. yummy with a scoop of safe ice cream or whip cream. The sauce is like pudding. Very yummy!

Substitutions
This recipe also works with shortening.
Butter and Margarine: Butter is a dairy product made from cow’s milk. Margarine typically contains milk or soy, but there are milk-free and soy-free versions available.
Corn Substitutions: Corn is a common ingredient in products. Starch, modified food starch, dextrin and maltodextrin can be from corn.
