Whisk or sift flour, sugar, baking soda and salt in a medium-sized bowl. Add oil, vanilla, vinegar, and coffee. Open pack of chocolate chips and melt 1 cup of the chips. Add melted and unmelted chips to the dough and mix completely. This will be the first time the dough has come together properly, it is very dry.
Roll dough into 1" balls and put in a parchment-lined baking sheet. Press gently to flatten and sprinkle with sugar. Large specialty sugars look best but regular white sugar works as well.
Bake for 9 minutes. Allow to cool before eating.
