3 Tbsp butter
3 Tbsp flour
1/4 tsp salt
1/8 tsp pepper
1 1/4 cup milk
1/2 cup grated cheese
Melt butter in saucepan, and stir in flour and seasonings. Cook over medium heat until bubbly.
Slowly stir in milk, stirring with wire whisk to avoid lumps. Cook until thick. When it's nearly ready, stir in cheese and cook until melted.
If you need to avoid corn or potato, please note that preshredded cheese may have anti-caking additives which can include corn and/or potato starch.
